     Requires that handicapped identification cards bear photo of card holder.

An Act concerning handicapped parking and supplementing chapter 4 of Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    In addition to the requirements for the form and content of a handicapped person identification card issued pursuant to section 2 of P.L.1949, c.280 (C.39:4-205), each handicapped person identification card issued on and after the effective date of P.L.    , c.     (C.      )(pending before the Legislature as this bill) shall have a digitized color picture of the card holder.  Whenever a person has reconstructive or cosmetic surgery which significantly alters the person's facial features, the person shall notify the chief administrator who may require that the picture of the card holder be updated.  Nothing in this section shall be construed to invalidate a handicapped person identification card issued prior to the effective date of P.L.    , c.     (C.      )(pending before the Legislature as this bill); except, however, any replacement card issued by the chief administrator following the effective date of this act shall have a digitized color picture of the card holder.

 

     2.    This act shall take effect on the first day of the seven month following enactment.

 

 

STATEMENT

 

     This bill requires that any handicapped identification card issued by the Motor Vehicle Commission have a digitized color picture of the card holder.  Under current law, the Chief Administrator of the Motor Vehicle Commission is required to issue a handicapped identification card to any qualifying disabled person. This card is issued along with either handicapped license plates or a hanging placard which allow a person to park in a handicapped parking space.  There is currently no statutory requirement that these identification cards bear a picture of the card holder. The provisions of the bill would not invalidate any card issued prior to the effective date of the bill that does not have a digitized color picture.
