     Requires lobbyists that are nonprofit organizations to report annually to Election Law Enforcement Commission estimated number of members, contributors, and supporters.

An Act concerning information to be reported annually by lobbyists and supplementing P.L.1971, c.183 (C.52:13C-18 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    A lobbyist that is a nonprofit organization under state or federal law shall report with the annual report required in accordance with section 2 of P.L.1981, c.150 (C.52:13C-22.1) the number of members, contributors, and other supporters of the nonprofit organization estimated as of the end of the reporting period and a description of the basis for that estimate.  The basis for the estimate may include, but need not be limited to, the following criteria:

     a.     members paying periodic dues;

     b.    members of boards, committees or chapters;

     c.     contributors, donors, or others providing financial support to the nonprofit organization;

     d.    attendees at conferences, conventions, or meetings;

     e.     recipients of periodic newsletters, notices, or similar publications by whatever means;

     f.     persons receiving services or monetary assistance;

     g.    visits to the Internet site of the nonprofit organization; or

     h.    similar information on the national or regional nonprofit organization of which the reporting lobbyist is a branch or chapter.

     The commission may include in its discretion additional criteria as appropriate to effectuate the purpose of this section.

     A lobbyist may not designate a governmental affairs agent in its employ or otherwise engaged or used by it to file the information required by this section on its behalf.

 

     2.    This act shall take effect 60 days next following enactment.

 

 

STATEMENT
