Requires PANYNJ to conduct noise and land use compatibility survey.

An Act requiring the Port Authority of New York and New Jersey to conduct a noise and land use compatibility study and supplementing Title 32 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The port authority shall conduct a noise and land use compatibility study. The study shall be conducted in the manner outlined in federal aviation regulations as set forth in 14 C.F.R. s.150, and shall recommend operational and land use measures to improve the compatibility of air terminals with surrounding land uses.
b. The port authority shall submit to the governors and the legislatures of each state a report detailing the port authority's findings pursuant to the study required by subsection a. of this section. The port authority shall make the report available to the public no later than June 1, 2014.
c. The port authority shall hold biennial public hearings at which members of the public shall have the right to be heard regarding the identification of aircraft noise issues. The public hearings shall be held in the counties of Kings, Queens, and Nassau in the State of New York and in the counties of Union and Essex in the State of New Jersey and shall be attended by at least one commissioner appointed by each state. The port authority shall develop amendments and changes to the report required by subsection a. of this section as may be necessary and practicable to address public input.
2. This act shall take effect immediately, but shall remain inoperative until the enactment into law of legislation substantially similar to P.L. , c. (C. ) (pending before the Legislature as this bill) by the State of New York, but if such legislation shall have been enacted prior to the enactment of this act, this act shall take effect immediately.
STATEMENT
This bill requires the Port Authority of New York and New Jersey (port authority) to conduct a noise and land use compatibility survey as outlined under federal aviation regulations and recommend operational and land use measures to improve the compatibility of air terminals with surrounding land uses. The port authority is to submit a report of its findings to the governors and legislatures of each state. The report is to be made public no later than June 1, 2014.
In addition, the bill requires the port authority to conduct biennial public hearings regarding aircraft noise issues. These hearings, to be held in Kings, Queens, and Nassau counties in New York and Union and Essex counties in New Jersey, are to be attended by at least one commissioner appointed by each state. The port authority is directed to develop amendments and changes to the report as may be necessary and practicable following the hearings to address public input.
The bill will not take effect until the enactment into law of substantially similar legislation by the State of New York.
