     Requires contribution for health care benefits provided for certain local elected and appointed officials.

An Act concerning health care benefits for local elected and appointed officials and supplementing Title 40A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Notwithstanding any other provision of law to the contrary, an official holding local elective public office in, or appointed to serve on a multi-member board, commission, agency, instrumentality, or authority of, a political subdivision of the State shall be required to contribute annually for health care benefits coverage provided through the political subdivision for the official and the official's dependents in a manner or amount equivalent to the contribution for health care benefits coverage required of the majority of employees of the State as set forth in section 6 of P.L.1996, c.8 (C.52:14-17.28b).  No such official shall accept any amount of money in consideration for waiving health care benefits coverage during active service.

     b.    The provisions of this section shall not impair any contract in effect on the effective date of P.L.    , c.   (C.        ) (pending before the Legislature as this bill).  The provision of this section shall take effect following the expiration of such contracts in effect on the effective date of P.L.    , c.    (C.        ) (pending before the Legislature as this bill).

 

     2.    This act shall take effect thirty days after enactment and shall be applicable to all local elected and appointed officials enrolled in a health care benefit program or plan sponsored by a government entity on the effective date of this act.

 

 

STATEMENT

 

     This bill requires local elected officials and appointed officials serving on multi-member boards, commissions, agencies, instrumentalities, or authorities to contribute toward the cost of health care benefits coverage provided.  The amount contributed will be equivalent to the contribution for such benefits required by the majority of State employees.  This bill would apply to all such active officials commencing thirty days after enactment or after the expiration of a contract in effect on the day the bill is enacted.

     In addition, the bill prohibits an elected or appointed official from accepting any amount for waiving health care benefits coverage during active service.
