AN ACT relative to criteria for designation as a Granite State scholar.

AMENDED ANALYSIS

This bill changes the criteria relating to the required score on the Scholastic Aptitude Test or other nationally recognized and norm referenced assessment for designation as a Granite State scholar. The bill also changes the date by which the postsecondary education commission shall distribute matching funds to participating institutions.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to criteria for designation as a Granite State scholar.

Be it Enacted by the Senate and House of Representatives in General Court convened:

265:1 Granite State Scholar Designation. Amend RSA 188-D:39, I to read as follows:

I. The granite state scholar designation shall be made for any New Hampshire resident who graduates in the top 10 percent of his or her class from an accredited or approved New Hampshire high school, and who receives a combined score [of 1200 or more] equaling at least 75 percent of the maximum possible score on the Scholastic Aptitude Test I, or the equivalent score on [the ACT Assessment examination] another nationally recognized and norm referenced assessment recognized by the department of education for the purpose of granting granite state scholar designation. The granite state scholar designation shall be determined using class rank and standardized test scores taken no later than January 31 of the student’s senior year in high school.

265:2 Granite State Scholars Program; Grants. Amend RSA 188-D:41, III to read as follows:

III. [On June 1] By June 30 of each fiscal year, the postsecondary education commission shall distribute matching funds to participating institutions based on documented gifts and contributions received during the preceding 12 months. State matching funds shall be deposited into the endowment fund established at each participating institution or the participating institution’s foundation.

265:3 Effective Date. This act shall take effect 60 days after its passage.
