STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to direct shippers of alcohol.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Direct Shippers.  Amend RSA 178:27, I(a) to read as follows:

(a)  Notwithstanding any other provision of law to the contrary, any person currently licensed in its state of domicile as a wine manufacturer, beverage manufacturer, importer, or wholesaler[, or retailer] shall apply for a direct shipper permit from the commission.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill removes the requirement for alcohol retailers to apply for a direct shipper permit.  The New Hampshire Liquor Commission indicates there currently are 81 retailers holding a direct shipper permit.  If this bill were to pass, the Commission estimates annual permit fee revenue would decrease by $40,500 and annual direct shipping revenue would decrease by $365,500.  The Commission assumes sale through off-premise licensees, New Hampshire wineries and State-owned retail store would increase to offset the decline in permit fee and direct shipping fee revenue.
