STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation. The sum of $5,000,000 for the biennium ending June 30, 2021 is hereby appropriated to the department of health and human services for the purposes of creating and upgrading substance use disorder treatment and recovery facilities, including, but not limited to, establishing capacity and upgrading such facilties for compliance with fire code and safety standards. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2019.

METHODOLOGY:
This bill makes a general fund appropriation of $5 million to the Department of Health and Human Services for the FY 2020/21 biennium, for the purposes of creating and upgrading substance use disorder treatment and recovery facilities. The Department anticipates distributing the funds equally between the two fiscal years, and does not expect to receive matching funds from any other source.
