STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to emergency kits in classrooms.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Emergency Medical Kits. Amend RSA 189 by inserting after section 64 the following new section:
189:64-a Emergency Medical Kits. Within 2 years of the effective date of this section, every public and nonpublic school shall provide each classroom with an emergency medical kit. A list of recommended components for such kits is available from the Nashua police department.
2 Appropriation. The sum of $200,000 for the fiscal year ending June 30, 2019 is hereby appropriated to the commissioner of the department of education for the purpose of supplying schools with emergency medical kits. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect July 1, 2019.

The Deparment of Education was initially contacted on December 29, 2018, with follow up on January 12, 2019 for a fiscal note worksheet, which they have not provided as of January 17, 2019.
METHODOLOGY:
This bill requires that within two years, every public and nonpublic school provide each classroom with an emergency medical kit. This bill also appropriates $200,000 for the fiscal year ending June 30, 2019, to the Department of Education for the purpose of supplying the kits, however, this bill’s effective date is July 1, 2019, which would be after the expiration of the appropriation. While no information has been received from the Department, to the extent this bill requires schools to equip their classrooms with medical kits, the Office of Legislative Budget Assistant assumes this bill would result in an indeterminable increase to local expenditures by FY 2022.
