STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT relative to boat ramp and parking improvements at Mount Sunapee state park beach and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Mount Sunapee State Park Beach; Boat Ramp and Parking Improvements; Bonded Appropriation to the Department of Natural and Cultural Resources; Paid From General Funds.  

I.  The sum of $500,000 is hereby appropriated to department of natural and cultural resources, division of parks and recreations, for the biennium ending June 30, 2021, for the purpose of creating additional parking and improving the boat ramp at Mount Sunapee state park beach.  

II.  To provide funds for the appropriation made in paragraph I, the state treasurer is hereby authorized to borrow upon the credit of the state not exceeding the sum of $500,000 and for said purpose may issue bonds and notes in the name of and on behalf of the state of New Hampshire in accordance with RSA 6-A.  Payments of principal and interest of the bonds and notes shall be made from the general fund of the state.

3  Mount Sunapee State Park Beach Project.  The department of natural and cultural resources shall be responsible for the improvements to and operation of the boat ramp and parking at Mount Sunapee state park beach.  The department of natural and cultural resources, on behalf of the state, may accept donations designated for the Mount Sunapee state park beach project and shall use such donations to offset project costs.  The improved boat ramp shall be deemed to be a public boat access area as defined in RSA 233-A:1, IV.

4  Effective Date.  This act shall take effect July 1, 2019.

METHODOLOGY:

This bill appropriates $500,000 of General Funds for the fiscal year ending June 30, 2020 to the Department of Natural and Cultural Resources (DNCR), Division of Parks and Recreation, for the purpose of creating additional parking and improving the boat access ramp at Mount Sunapee State Park beach.  Also, the Fish and Game Department will be required to transfer the sum of $500,000 for the fiscal year ending June 30, 2020 from the public boat access fund (RSA 233-A:13) to the DNCR for the same purpose.  DNCR shall be responsible for the improvements to and operation of the boat ramp and parking at Mount Sunapee State Park beach.  DNCR  may accept donations to offset project costs.  The improved boat ramp shall be a public boat access area as defined in RSA 233-A:13.  The state may lease the parcel of land known as the Wild Goose site, located on Birch Grove Road in Newbury, to a local municipal entity.  Proceeds from the lease shall be used to offset any loss to the Mount Sunapee State Park beach due to a reduction in parking revenue.  The balance of lease revenue, if any, shall be deposited in the public boat access fund.

 

The Fish and Game Department states that plans, designs and construction cost estimates for the Mount Sunapee State Park Beach boat ramp, associated boat trailer parking, and maintenance expenses are unknown.  The Wild Goose site may require approval of the Long Range Capital Planning and Utilization Committee (RSA17-M:1), Council on Resources and Development (RSA 162-C:1), and the Governor and Council.  Lease terms are undefined for the municipal use of the site, lease length, rent, or which state entity would receive such proceeds.  The Department is therefore unable to estimate potential revenues or expenses.  Federal money was used in the development of plans for the improvement of the Wild Goose site as a public boat access site.  If this site is used for a different purpose, there may be an obligation to repay these funds to the federal government.

 

The Department of Natural and Cultural Resources notes the improved boat ramp would be designated as a public boat access area as defined in RSA 233-A:1, IV.  Because it is funded by the public boat access fund, the Department would be unable to continue to collect fees for entrance to the park, trailer parking and use of the boat access ramp, unless a separate access route for these services was established.  The loss of parking revenue is intended to be offset by proceeds from the potential lease of the Wild Goose site.  The Department notes it does not charge a parking fee, but an admission fee.  Additionally, increase trailered parking may require additional staff costs but these needs are not yet known or if such staff will be covered by the funds appropriated.  Additional improvements to the channel for dredging and any possible traffic flow improvements to Route 103 are not outlined, nor is there a specified funding source for such improvements.
