This bill changes the process of drafting voter guides for constitutional amendments by delegating the writing of the text to the joint legislative committee on administrative rules.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to the voters' guide for constitutional amendments.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Constitutional Amendments; Voter's Guides.  Amend RSA 663:3-a to read as follows:

663:3-a Voter's Guides.

I.  If the general court proposes the constitutional amendment, the text of the [statement for the voter's guide, if any, shall be included in the resolution proposing the constitutional amendment.  The joint committee on legislative facilities may authorize the printing or distribution of the voter's guide.] explanatory statement regarding the impact of the amendment shall be included on the ballot immediately following the text of the proposed constitutional amendment.  The joint legislative committee on administrative rules shall write the text of the explanatory statement.

II.  If the constitutional convention proposes the constitutional amendment, the text of the explanatory statement, referred to in paragraph I of this section, [for the voter's guide, if any,] shall be included in the resolution proposing the constitutional amendment and included below the question on the ballot.

2  Effective Date.  This act shall take effect 60 days after its passage.
