STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT establishing a commission to study the effects of ocean acidification on commercially harvested species.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Commission to Study the Effects of Coastal and Ocean Acidification on Commercially Harvested Species. Amend RSA 211 by inserting after section 74 the following new section:

211:74-a Commission to Study the Effects of Coastal and Ocean Acidification on Commercially Harvested Species. There is established a commission to study the effects of ocean acidification on commercially harvested species.

I. The members of the commission shall be as follows:

(a) Two members of the house of representatives, both of whom shall be members of the house committee with jurisdiction over fish and game, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

(c) The director of the department of fish and game, or designee.

(d) The commissioner of the department of environmental services, or designee.

(e) The program manager of the New Hampshire coastal program, or designee.

(f) The president of the Seacoast Science Center, or designee.

(g) One representative of the New Hampshire fishing industry, appointed by the governor.

(h) The president of the Blue Ocean Society for Marine Conservation, or designee.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III. The commission shall study the effects of coastal and ocean acidification on species that are commercially harvested and grown along the New Hampshire coast and estuaries.

IV. The members of the study commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Six members of the commission shall constitute a quorum.

V. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2015.

2 Repeal. RSA 211:74-a, relative to the commission to study the effects of coastal and ocean acidification on commercially harvested species, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect November 1, 2015.

II. The remainder of this act shall take effect upon its passage.
