METHODOLOGY:

This bill sets the compensation of the Chief of Staff of the House of Representatives at grade I of the General Court salary schedule and directs any sums budgeted for compensation in excess of such grade to be used for video and audio recording and public availability of committee hearings in the House.  The Legislative Branch indicates current compensation of the House Chief of Staff is at the discretion of the Speaker of the House.  Any excess sum available over budgeted compensation for fiscal years 2018-2019 will be used for video and audio recording and public availability of committee hearings.  Any future possible fiscal impact is indeterminable because it is unknown at what step within grade I the compensation will be set at and what the compensation would have been set at by the Speaker.
