STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; University System of New Hampshire; Tuition for Students Voting in New Hampshire. Amend RSA 187-A by inserting after section 20-d the following new section:
187-A:20-e Tuition for Students Voting in New Hampshire. The university system of New Hampshire shall not charge out-of-state tuition to any student who is enrolled at an institution in the university system and who is registered to vote in any state or federal election New Hampshire.
2 New Section; Community College System of New Hampshire; Tuition for Students Voting in New Hampshire. Amend RSA 188-F by inserting after section 16-b the following new section:
188-F:16-c Tuition for Students Voting in New Hampshire. The community college system of New Hampshire shall not charge out-of-state tuition to any student who is enrolled at an institution in the community college system and who is registered to vote in any state or federal election New Hampshire.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill prohibits the University System of New Hampshire (USNH) and Community College System of New Hampshire (CCSNH) from charging out-of-state tuition rates to any student registered to vote in any state or federal New Hampshire election. It is expected that this bill would increase the number of out-of-state students seeking to be registered to vote in New Hampshire, to be eligible for in-state tuition rates.
While predicting this bill’s impact on tuition revenue is difficult, for illustrative purposes, USNH states the maximum impact, assuming 100% take-up of out-of-state students and a continued 50/50 in-state/out-of-state student residency mix, would be $139.5 million annually:

Additionally, USNH states the tuition increase for all students necessitated by this bill would likely result in severe market impact to USNH institutions in terms of NH resident enrollment. These factors, increased tuition rates for all students and decreased in-state enrollment, are indeterminable.
Similarly, CCSNH expects this bill could result in an indeterminable decrease to tuition revenue. However, CCSNH indicates only approximately 6.4% currently pay the New England Student Regional Program (NESRP) rate or out-of-state rate.
Lastly, to the extent this bill requires verification of voter status for tuition rate determination, it could result in additional administrative costs for both USNH and CCSNH.
