STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to the estate of Tekeste Berhanu.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Estate of Tekeste Behanu; Proceeds Directed to the Department of Health and Human Services.  Any proceeds escheated to the state of New Hampshire from the estate of Tekeste Behanu, formerly of Nashua, shall be appropriated to the refugee children resettlement fund established under RSA 161:2-c.

2  New Section; Refugee Children Resettlement Fund.  Amend RSA 161 by inserting after section 2-b the following new section:

161:2-c  Refugee Children Resettlement Fund.  There is hereby established in the state treasury the refugee children resettlement fund, which shall be kept separate and distinct from all other funds. The fund shall be nonlapsing and continually appropriated to the department of health and human services. All moneys appropriated to this fund shall be forwarded to the state treasurer who shall credit all such moneys and interest received on such money to the fund from which the department of health and human services shall spend for the purpose of supporting refugee children resettled in New Hampshire.  The treasurer may accept private donations and contributions to be used for these purposes.  Any money received by the treasurer pursuant to this section shall be deposited in the fund.

3  New Subparagraph; Application of Receipts; Refugee Children Resettlement Fund.  Amend RSA 6:12, I(b) by inserting after subparagraph (394) the following new subparagraph:

(395)  Moneys deposited in the refugee children resettlement fund established in RSA 161:2-c.

4  Effective Date.  This act shall take effect July 1, 2024.

This bill establishes a refugee children resettlement fund, to be administered by the Department of Health and Human Services and funded by proceeds escheated from the estate of Tekeste Berhanu.  The Department notes that the bill does not precisely define the population(s) to be served, nor does it include provisions for covering the cost of fund administration.  Without further direction, the Department states that it is unable to determine the bill's fiscal impact.
