STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to drivers' licenses renewals.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Identification Cards; On-Line Renewal.  Amend RSA 260:21, IV to read as follows:

IV.  The identification card shall be valid for 5 years from the date of issuance; provided, however, that a card issued pursuant to RSA 260:21, I(c) shall be valid for as long as the holder is a resident of the state and a card issued pursuant to RSA 260:21, XI shall be valid for 2 years from the date of issuance.  If the director has adopted rules under RSA 263:10, II with respect to on-line renewal of licenses, the director shall provide the same on-line option for identification cards, provided that the applicant is eligible for identification card renewal and has a computerized image on file with the division.  A person may renew an identification card [may be renewed] on-line only once [in every other license renewal cycle and the next cycle shall require appearance in person at a licensing facility] and may not renew an identification card on-line if the person has previously renewed a driver's license on-line.

2  Drivers' Licenses; On-Line Renewal.  Amend RSA 263:10, II to read as follows:

II.  Notwithstanding paragraph I, the director may adopt rules pursuant to RSA 541-A providing for the renewal of driver licenses by applicants on-line rather than by appearing in person; provided that the applicant is otherwise eligible for license renewal, is not required to submit to a road test under the provisions of RSA 263:7, has submitted proof sufficient to the director that he or she meets the visual acuity requirements for licensing, and has a computerized image on file with the division.  A person may renew a license [may be renewed] on-line only once [in every other license renewal cycle and the next cycle shall require appearance in person at a licensing facility] and may not renew a license on-line if the person has previously renewed a nondriver's picture identification card on-line.

3  Applicability.  A person who renewed a driver's license or nondriver's picture identification card on-line prior to the effective date of this act shall be allowed one additional online renewal in accordance with RSA 260:21, IV or RSA 263:10, II, as amended by this act, provided that the person appeared in person at a licensing facility for his or her most recent renewal.

4  Effective Date.  This act shall take effect January 1, 2019.
