A BILL TO BE ENTITLED

AN ACT to appropriate funds for the north carolina child treatment program.

Whereas, it is the policy of the State of North Carolina to provide children who have been traumatized with trauma‑focused mental health services at the earliest intervention point to prevent further trauma and escalating behaviors; and

Whereas, a goal of the North Carolina Behavioral Health Managed Care System is to provide lower‑cost community interventions before institutional care is necessary; and

Whereas, the North Carolina Child Treatment Program (NC CTP) brings cost‑effective mental health interventions to infants, children, and adolescents coping with attachment difficulties, trauma symptoms, and significant behavioral‑emotional challenges; and

Whereas, the NC CTP is an implementation platform focusing on the long‑term support of an effective mental health service array for infants, children, and adolescents with proven outcomes that can be built upon to assure effective services and outcomes for children as well as adults; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.(a)  There is appropriated from the General Fund to the Department of Health and Human Services, Division of Medical Assistance, the sum of one million eight hundred eighteen thousand seven hundred fifty dollars ($1,818,750) for the 2013‑2014 fiscal year and the sum of one million eight hundred eighteen thousand seven hundred fifty dollars ($1,818,750) for the 2014‑2015 fiscal year in recurring funds. These funds shall be used for the following purposes:

(1)        Provide clinical training and coaching to licensed Medicaid clinicians on an array of evidence‑based treatments and provide a statewide platform to assure accountability and outcomes.

(2)        Maintain and manage a public roster of program graduates, linking high‑quality clinicians with children, families, and professionals.

(3)        Partner with State, LME/MCO, and private sector leadership to bring effective mental health treatment to children in juvenile justice and mental health facilities.

SECTION 1.(b)  There is appropriated from the General Fund to the Department of Health and Human Services, Division of Medical Assistance, the sum of two hundred fifty thousand dollars ($250,000) for the 2013‑2014 fiscal year and the sum of two hundred fifty thousand dollars ($250,000) for the 2014‑2015 fiscal year in nonrecurring funds for costs incurred in developing a secure database for the NC CTP to track individual and aggregate‑level data with interface capability to work with existing networks within State agencies.

SECTION 2.  This act becomes effective July 1, 2013.
