A BILL TO BE ENTITLED

AN ACT directing the north carolina medical care commission to amend the rules pertaining to the management of hospital medical records in order to revise the qualifications of medical records managers.

The General Assembly of North Carolina enacts:

SECTION 1.  The North Carolina Medical Care Commission shall amend the rules pertaining to the management of hospital medical records to require that the medical records service of each hospital licensed under Article 5 of Chapter 131E of the General Statutes be directed and supervised by a qualified health information management manager. If the manager is not a registered health information administrator (RHIA) or a registered health information technician (RHIT), the hospital shall retain a person with those qualifications on a part‑time or consulting basis.

SECTION 2.  This act is effective when it becomes law.
