A CONCURRENT RESOLUTION RECOGNIZING THE LEGACY OF ACHIEVEMENT OF THE EXECUTIVE DIRECTOR OF THE MISSISSIPPI DEPARTMENT OF REHABILITATION SERVICES AND FORMER LEGISLATOR H.S. "BUTCH" MCMILLAN ON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, after 22 years of service to the Mississippi Department of Rehabilitation Services, the last 18 as Executive Director, H.S. "Butch" McMillan has announced he is retiring, effective June 30, 2015; and

     WHEREAS, Butch McMillan has devoted 34 years of service to the state, beginning as a member of the House of Representatives from 1980-1992.  Throughout the years, McMillan has repeatedly demonstrated his commitment to the State of Mississippi by ensuring that Mississippians with disabilities have a voice; and

     WHEREAS, as Executive Director of the Department of Rehabilitation Services, he has successfully gained legislative support to expand services that promote employment and independence for people with disabilities.  McMillan's principle quality of successful leadership has been a genuine inspiration to others through his selfless and unwavering commitment; and

     WHEREAS, McMillan is nationally recognized by his peers as one of the most important policy administrators for federal disability and vocational rehabilitation programs.  He has served as President of both the National Rehabilitation Association and the Council of State Administrators of Vocational Rehabilitation.  His guidance and input regarding the federal vocational rehabilitation program is requested by other state directors and federal and congressional partners when formulating best practices and policies across the United States; and

     WHEREAS, Butch McMillan, a graduate of Mississippi State University and a Certified Public Accountant, is an active member of many statewide organizations and councils, including the State Workforce Investment Board and the Disability Resource Commission.  He served as the State Employee Representative on the Public Employees' Retirement System Board, most notably as Chairman his final year; and

     WHEREAS, "It has been a great honor to have served over 18 years as Executive Director of an agency with such a noble mission," said McMillan.  "I'd like to thank my board members for the tremendous support over the years.  It's been a pleasure to have worked with such talented and dedicated staff in fulfilling our mission of providing opportunities for Mississippians with disabilities"; and

     WHEREAS, Butch has served as a leader and mentor as he directed an effective state agency and as a former Legislator.  Butch administered his agency and interacted with the Legislature with integrity, civility and courtesy, and his service has honored the Mississippi Department of Rehabilitation Services, the Legislature and the Great State of Mississippi that he loved and served:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize the legacy of achievement of the Executive Director of the Mississippi Department of Rehabilitation Services and former Legislator H.S. "Butch" McMillan on the occasion of his retirement, and extend our best wishes to Butch and his family on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Butch McMillan and his family, forwarded to the State Board of Rehabilitation Services, and made available to the Capitol Press Corps.
