A CONCURRENT RESOLUTION EXTENDING THE OFFICIAL GREETINGS OF THE MISSISSIPPI LEGISLATURE TO CONSUL GENERAL NAGESH SINGH ("SING") OF INDIA ON THE OCCASION OF HIS TRADE MISSION VISIT TO MISSISSIPPI ON FEBRUARY 27 THROUGH MARCH 2, 2017.

     WHEREAS, Consul General Nagesh Singh ("Sing"), Vice Consul Timothy Jetty and Commercial Officer Prasad Vanpal, representing the Consul General of India office in Atlanta, Georgia, is making an official trade mission visit to Mississippi on February 27 through March 2, 2017; and

     WHEREAS, Trade Overview:

     ·  India is Mississippi's 19th largest export market.  The value of Mississippi tangible exports to India have grown steadily over the past few years, with a 30% increase between the dates of November 2015 to November 2016;

     ·  Mississippi leads all of the United States in the value of exports to India of tanning and dye extracts, overtaking Tennessee in 2015.  Mississippi was also the largest United States exporter in this industry from 2008-2011;

     ·  Mississippi is the 8th largest exporter of mineral fuels to India, largely due to petroleum coke exports;

     ·  Mississippi is the 10th largest exporter of medical instruments to India, with $38 Million worth of products exported as of November 2016, a 493% increase from 2015.  The majority of exports are diagnostic and surgical devices as well as artificial joints and parts; and

     WHEREAS, India-Mississippi Relationship Facts:

     ·  Jindal Tubular is Mississippi's largest Indian investor.  Since its opening in August 2014 in Port Bienville Industrial Park, the company now employs nearly 200 people.  They specialize in manufacturing pipes for natural gas, petroleum and water transmission and are one of the largest employers in Hancock County;

     ·  The Mississippi Development Authority is organizing the state's first business development mission to India from May 1-9, 2017;

     ·  Several Mississippi universities have MOU's with universities in India, including Mississippi State University and Alcorn State University, as well as large Indian student populations;

     ·  The Jackson metro area boasts a large Indian community, including several Mississippi Indian Associations, such as the India Society of Mississippi and the Hindu Temple Society of Mississippi.  There are an estimated 6,000 Indian-Americans in Mississippi (.02% of the state population) per the 2015 American Community Survey/Census;

     ·  Consul General Singh visited Governor Bryant on September 17, 2015, and attended the Governor's Inauguration in January 2016; and

     WHEREAS, prior to being appointed as Consul General of India in Atlanta, Nagesh Singh has served as Joint Secretary/Officer on Special Duty to the Vice President of India (September 2012 - June 2015), Director (Pakistan, Afghanistan Iran) in the Ministry of External Affairs (February 2010 - August 2012), Counselor (UN Administrative & Budgetary Affairs) in the Permanent Mission of India to the United Nations in New York (June 2006 - February 2010), Private Secretary to the Minister of State for External Affairs, Government of India (June 2003 - May 2006), and Under Secretary (Pakistan) in the Ministry of External Affairs (September 2002 - May 2003).  He also served as Second Secretary in Embassy of India in Dakar (Republic of Senegal), with concurrent accreditation to Cape Verde, Guinea, Bissau, Mali, Mauritania and The Gambia (July 2000 - August 2002) and Third/Second Secretary, Embassy of India in Paris (June 1997 - June 2000).  He joined the Indian Foreign Service in 1995; and

     WHEREAS, Vice Consul Timothy Jetty joined the Consulate General of India in Atlanta in November 2014.  At the Consulate, which covers eight states in the Southeast, he is responsible for community affairs, education, press, information and culture, besides managing the Consul General's office.  Commercial Officer Prasad Vanpal joined the Consulate in July 2016.  At the Consulate, which covers eight states in the Southeast, he handles activities of the Commercial Department.  The Commercial Department is responsible for facilitating Indo-US trade and investment, handling commercial inquiries, and coordinating delegation visits, trade fairs, exhibitions and promotional events; and

     WHEREAS, India is one of Mississippi's leading export trade nations; and it is with great pride that we welcome these dignitaries from a respected nation with close ties to our state:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby extend official greetings of the Mississippi Legislature to Consul General Nagesh Singh ("Sing") of India on the occasion of his trade mission visit to Mississippi on February 27 through March 2, 2017.

     BE IT FURTHER RESOLVED, That this resolution be presented to Consul General Nagesh Singh and made available to the Capitol Press Corps.
