Senate Concurrent Resolution 518

A CONCURRENT RESOLUTION RECOGNIZING AND COMMENDING JACKSON STATE UNIVERSITY BUSINESS PROFESSOR JOHN CALHOUN UPON HIS RECEIPT OF THE UNITED STATES PRESIDENT BARACK OBAMA "CHAMPIONS OF CHANGE" IN BUSINESS AWARD AND FOR BEING NAMED MISSISSIPPI SMALL BUSINESS PERSON OF THE YEAR BY THE UNITED STATES SMALL BUSINESS ADMINISTRATION.

     WHEREAS, John D. Calhoun, Ph.D., Cofounder and CEO of Integrated Management Services (IMS) has been named "2011 Mississippi Small Business Person of the Year" by the United States Small Business Administration (SBA).  On May 12, 2011, after being named Mississippi Small Business Person of the Year, Jackson State University Professor Dr. John D. Calhoun was also named by United States President Barack Obama as one of 18 National Champions of Change in Business; and

     WHEREAS, "It's a great honor to be recognized for our entrepreneurial spirit," said Calhoun, Assistant Professor of Entrepreneurship in the Department of Entrepreneurship in the Jackson State University College of Business.  "Small business is the engine that keeps this economy moving.  We create more jobs and more people end up working for small companies than large corporations"; and

     WHEREAS, the Champions of Change program is part of the President's Winning the Future initiative.  Each week, as part of this initiative, the Obama administration highlights a group of Americans, businesses or organizations who embody the President's plan to "out-innovate, out-educate and out-build the rest of the world"; and

     WHEREAS, the 18 people chosen as Champions of Change in Business were selected from among the winners of each state's 2011 Small Business Person of the Year Award of which Calhoun was the winner in the State of Mississippi.  Dr. Calhoun was chosen to be a Champion of Change because even in this tough economy, IMS has opened several new offices throughout the country and has hired new engineers, scientists and technical experts; and

     WHEREAS, Dr. Calhoun, along with his partner Rod L. Hill, founded Integrated Management Services (IMS) in 1996.  IMS, now 15 years in the making, is a client-focused full-service corporation providing engineering, emergency management, technical, program management and operations services.  IMS has three separate divisions:  IMS Engineers, IMS Federal Programs, and IMS Autrans, LLC (a tier one supplier for Nissan North America).  Delivering quality and timely services is their reputation.  Dr. Calhoun has led the firm to be the recipient of a number of awards.  IMS was awarded the 2008 Inner City 100 Award for the fastest growing innercity businesses in the United States for the fourth straight year.  IMS was named to the 2007 Inc. 5000, the first-ever list of the 5,000 fastest-growing businesses in the country with a rank of 833rd and a three-year sales growth of 414.1%.  In 2006, IMS was named to the Prestigious Inc. 500 list as one of America's fastest growing companies for the fourth straight year.  IMS ranked 449th, with a three-year sales growth of 330.1%; and

     WHEREAS, each year since 1963, the President has issued a proclamation calling for the celebration of Small Business Week.  National Small Business Week recognizes outstanding small business owners for their personal successes and contributions to our nation.  As an award winner, Calhoun attended the National Small Business Week Celebration in Washington, D.C., May 18-20, 2011.  Dr. Calhoun and the other "Champions" were honored during an event at the White House on May 19, 2011; and it is with great pride that we salute this Mississippi businessman and educator whose success has brought honor to his enterprise, his university, his community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Jackson State University Business Professor John D. Calhoun, Ph.D., upon his receipt of the United States President Barack Obama "Champions of Change" in Business Award, and for being named "2011 Mississippi Small Business Person of the Year" by the United States Small Business Administration, and extend our best wishes to Dr. Calhoun and his business family on this auspicious occasion.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Calhoun, forwarded to the President of Jackson State University and the Executive Director of the Mississippi Development Authority, and made available to the Capitol Press Corps.
