Senate Bill 2617

AN ACT TO AUTHORIZE THE MISSISSIPPI DEPARTMENT OF CORRECTIONS TO ESTABLISH VOCATIONAL TRAINING PROGRAMS FOR OFFENDERS AT EACH STATE CORRECTIONAL FACILITY; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Department of Corrections shall establish a vocational training program at each state correctional institution or facility used for the custody, care or treatment of offenders.  The department shall ensure that each program offers vocational training in those industries and businesses in which offenders will be most successful in obtaining employment following their release from custody.

     (2)  In establishing the vocational training program, the department shall develop:

          (a)  Guidelines for integrating offenders' participation in the program with the completion of their case plans;

          (b)  Benchmarks for the offender to achieve while transitioning from the program to employment by correctional work programs and ending with post-release job placement; and

          (c)  Any other rules and regulations that may be necessary to accomplish the purposes of this section.

     (3)  The department shall consider the following criteria when assigning and transferring offenders to an institution's or facility's vocational training program:

          (a)  Skills and vocational interests of the offender relevant to the training program;

          (b)  Security classification of the offender relevant to the type of training program at the institution or facility;

          (c)  Duration of availability of the offender for participation in the training program; and

          (d)  Level of rehabilitation that may be achieved by the offender through participation in the training program.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2016.
