Senate Bill 2496

AN ACT TO REQUIRE THE DEPARTMENT OF AUDIT TO CONDUCT A PERFORMANCE AUDIT OF THE MISSISSIPPI DEPARTMENT OF CORRECTIONS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The Department of Audit shall enter into a contract for a performance audit of the Mississippi Department of Corrections (MDOC) with an experienced and reputable third-party auditing company which specializes in correctional performance audits.  Under such contract, the third-party auditing company shall deliver a comprehensive report on its findings to the Department of Audit and to the Chairmen of the House and Senate Corrections Committees by November 1, 2024.  In addition to all other relevant factors, the report shall analyze:

          (a)  The average cost per-inmate per-day for all MDOC custody classes;

          (b)  MDOC average medical and food costs for all custody classes;

          (c)  The cost of MDOC supervision over private correctional staffing agencies and all other third-party contractors;

          (d)  The cost of MDOC facilities maintenance compared with the projected cost of new facilities construction;

          (e)  The cost of operating the fifteen (15) MDOC regional correctional facilities;

          (f)  The administrative cost of MDOC operations;

          (g)  The cost of correctional workforce training programs, including Mississippi Prison Industries (MPIC), and other recidivism reduction programs, including educational programs and technical skills programs;

          (h)  The cost of operating MDOC technical violation centers and restitution centers; and

          (i)  The incidence of violence and sexual assault in MDOC facilities, and the cost associated therewith.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
