A RESOLUTION COMMENDING THE DISTINGUISHED AND MERITORIOUS LAW ENFORCEMENT CAREER OF D'IBERVILLE POLICE CHIEF WAYNE HAMILTON PAYNE UPON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, Police Chief Wayne Hamilton Payne retires effective March 11, 2022, after dedicating numerous years of illustrious service and extraordinary leadership to the wonderful people of Harrison County and D'Iberville, Mississippi; and

     WHEREAS, Chief Wayne Payne, born in Gulfport, is a native and lifelong resident of the Mississippi Gulf Coast, graduated from Gulfport High School and holds a criminal justice bachelor of science degree from the University of Southern Mississippi; and

     WHEREAS, Chief Payne has been married to Paula (Huguet) Payne since 1974 and they are the parents of two sons, Wayne and Joey, both of whom are law enforcement officers and have three grandchildren, Kaitlyn, Kimberly and Haily Payne; and

     WHEREAS, prior to becoming the Chief of Police for the City of D'Iberville in October 2007, Chief Payne worked for the City of Gulfport Water and Sewer Department from July 1973 until he moved to the Gulfport Fire Department in April 1974; and he became a member of the Gulfport Police Department in September 1976 as a patrol officer; and

     WHEREAS, Chief Payne was promoted to Detective in 1980, Detective Sergeant in 1984, Detective Lieutenant in 1988, Detective Captain in 1989, and Major-Officer in Charge of Detectives in 1990; and in 1994 after completing 21 years of service with the City of Gulfport, Chief Payne was selected for and accepted the position of Chief of Police for the City of Long Beach, Mississippi; and

     WHEREAS, at the end of 1995, after one year as the Long Beach Chief of Police, Chief Payne returned to the Gulfport Police Department as Major of Operations; and on February 9, 1998, he was promoted to Deputy Chief of Police before being promoted to Chief of Police for the City of Gulfport in January 2000; and

     WHEREAS, after completing four years as Chief of Police and a total of 30 years with the City of Gulfport, Chief Payne retired January 2004 and went to work as Major of Operations for the Harrison County Sheriff's Department; and in 2007, Chief Payne was selected as the first Chief of Police for the City of D'Iberville's Police Department; and

     WHEREAS, he has just completed his ninth year serving on the Executive Board of the Mississippi Association of Chiefs of Police, serving five years as southern vice president of the association; and

     WHEREAS, throughout his career, Chief Payne has attended numerous law enforcement training courses, the highlight being completion in June 1986 of the United States Department of Justice Federal Bureau of Investigation National Academy; and

     WHEREAS, Chief Payne has exemplified phenomenal  professionalism, ability and integrity, earning the unbridled respect and admiration of his colleagues, fellow officers, and a grateful public; and

     WHEREAS, as a dedicated leader who performed above and beyond the call of duty, Chief Payne, with his indomitable grit, exceptional abilities and passionate determination, will be dearly missed by all of his colleagues and others who were fortunate to have had the opportunity to work with him; and

     WHEREAS, it is the policy of the House of Representatives to pay tribute to great, heroic Mississippians, especially those such as Chief Wayne Payne, who dedicated his life to protecting and serving citizens each day, and whose outstanding leadership, dauntless fortitude and unwavering duty to serve the people of D'Iberville and this great Magnolia State will always be remembered:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the distinguished and meritorious law enforcement career of D'Iberville Police Chief Wayne Hamilton Payne upon the occasion of his retirement, and extend best wishes for success in his lighter days ahead.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Chief Wayne Hamilton Payne and to the members of the Capitol Press Corps.
