House Concurrent Resolution 69
A CONCURRENT RESOLUTION COMMENDING THE LIFE AND LEGACY OF DR. FITTEN LAMAR MCMILLIN JR., AND EXPRESSING DEEPEST SYMPATHY TO HIS FAMILY, FRIENDS AND COMMUNITY UPON HIS PASSING.
WHEREAS, it is written in Ecclesiastes 3:1 that "To everything there is a season, and a time for every purpose under the Heaven," and as such, on December 3, 2018, the immaculate author and finisher of our soul's destiny summoned the mortal presence of dearly beloved, Dr. Fitten Lamar McMillin, to eternal rest, rendering great sorrow and loss to his family, friends and community; and
WHEREAS, the City of Vicksburg lost a wonderful friend and community leader with the passing of Dr. McMillin, who was born on July 25, 1944, to Dr. Fitten Lamar McMillin Sr., and Claudia Howard McMillin, and there is now a hush in our hearts as we pay our respects to the memory of one who has been called to join that innumerable heavenly caravan; and
WHEREAS, Dr. McMillin was a native of Little Rock, Arkansas, and a graduate of Sewanee Military Academy, and he received a bachelor of arts degree from the University of the South in Sewanee, Tennessee, and a master of arts degree from the University of Arkansas in Fayetteville, Arkansas; and
WHEREAS, Dr. McMillin received his medical doctorate from the University of Arkansas Medical Center in Little Rock, and he completed his post-graduate medical training at the University of Minnesota in Minneapolis; and
WHEREAS, for over 35 years, Dr. McMillin practiced as a family physician with River Region Health Systems beginning with the Vicksburg Clinic in 1975, and during his tenure, he always provided his patients with the utmost care and attention, eventually retiring from The Street Clinic; and
WHEREAS, Dr. McMillin was a licensed Vicksburg National Military Park Guide and served on the advisory board for the Mississippi Symphony Orchestra and on the planning board for the Tercentenary of Fort St. Pierre, and he was a proud and contributing member of several Clan MacMillan/McMillin organizations; and
WHEREAS, as a man of outstanding character and incredible stature, Dr. McMillin was an active member of The Church of the Holy Trinity, the Vicksburg Foundation for Historic Preservation, the Lions Club, the Sons of Confederate Veterans, The Heritage Guild and numerous other historical and preservation organizations; and
WHEREAS, Dr. McMillin was truly an exceptional and astute physician, and he always met his patients with respect and graciousness, and though his career was medicine, his passion was history, preservation and architecture, and he was proud of his ancestors and genealogy and was a strong leader in the historic preservation community; and
WHEREAS, though he has traversed the river of life to reunite with those who answered God's summons to life eternal and now beckon his arrival to the celestial shores of Heaven's grandeur, the legacy of Dr. McMillin's indelible imprint upon our lives will continue to refresh the hearts and fond memories of his beloved survivors, including his wife, Carol McMillin; three children, Ashley McMillin Moomaw, David McMillin and Stephen McMillin; and a host of other relatives and dear friends; and
WHEREAS, we encourage Dr. McMillin's family to find solace from the overwhelming sadness created by the earthly departure of their beloved family member and be renewed in their faith that he fulfilled the purpose of his appointed time in adherence to the commandment of II Timothy 4:7, by having "fought a good fight, finishing his course and keeping the faith until the hour of his departure was at hand"; and
WHEREAS, through his medical career, Dr. McMillin was a selfless imparter of hope, life and light, and certainly exemplified the qualities of dedication and professionalism as well as tremendous devotion to his family and his community, inspiring all of those around him to strive for excellence each day; and
WHEREAS, it is the policy of this Legislature to honor and commend the lives of outstanding Mississippians, especially those such as Dr. Fitten Lamar McMillin Jr., whose unparalleled service, dauntless fortitude and remarkable dedication to his family and his community brings honor to the State of Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby mourn the loss and commemorate the life and legacy of Dr. Fitten Lamar McMillin Jr., and express sincere and deepest sympathy to his family and friends upon his passing.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Dr. Fitten Lamar McMillin Jr., and to the members of the Capitol Press Corps.
