House Bill 1106
AN ACT TO AMEND SECTION 1-3-39, MISSISSIPPI CODE OF 1972, TO CLARIFY THAT EVERY HUMAN BEING FROM THE MOMENT OF FERTILIZATION, THEREOF, IS A PERSON; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. Section 1-3-39, Mississippi Code of 1972, is amended as follows:
1-3-39. The term "person," when used in any statute, shall apply to artificial as well as natural persons, and shall include every human being from the moment of fertilization; and when used to designate the party whose property may be the subject of offense, shall include the United States, this state, or any other state, territory, or country, and any county, city, town or village which may lawfully own property in this state; also all public and private corporations, as well as individuals.
SECTION 2. This act shall take effect and be in force from and after July 1, 2016.
