Summary

An Act To Create A Special Legislative Committee Composed Of The Members Of The House Management Committee And The Senate Rules Committee, For The Purpose Of Proposing New Designs Of The Official State Flag As Alternatives For The Current State Flag; To Provide That The Members Of Those Committees Shall Meet Together In Caucuses Of The Members From Each Of The Four Congressional Districts From Which They Were Selected, And Each Caucus Of Members Shall Propose A New Design Of The Official State Flag As An Alternative For The Current State Flag; To Provide That The Caucuses Shall Develop Their Alternative Flag Designs And Present Them To The Legislature Not Later Than The Beginning Of The 2019 Regular Session; To Provide For A Statewide Special Election For The Purpose Of Selecting The New Design Of The Official State Flag; To Set The Date Of The Statewide Special Election On The Same Date As The Regular General Election In November 2019; To Allow The Electorate In The Special Election To Vote For One Of Four Proposed New State Flag Designs; To Provide That The Preference Of A Majority Of The Qualified Electors Voting In The Special Election Shall Determine The New Design Of The Official State Flag; To Provide That If None Of The Propositions Receives A Majority Of The Votes Cast In The Special Election, There Shall Be A Runoff Election Three Weeks Later Between The Two Propositions Receiving The Highest Number Of Votes; To Provide That The Flag Design In The Proposition That Receives A Majority Of The Votes Cast In The Runoff Election Shall Be The New Design Of The Official State Flag; To Provide That During The 2020 Regular Legislative Session, The Legislature Shall Amend The Code Section Setting The Design Of The Official State Flag To Reflect The Description Of The New Design Of The Official State Flag; To Require That The Special Election Be Administered By Means Of Ballots Containing A Color Picture Or Drawing Of The Choice Of Designs Proposed For The Official State Flag; To Require The Secretary Of State To Provide Those Ballots To The Election Commissioners Of Each County; To Amend Sections 23-15-351 And 23-15-355, Mississippi Code Of 1972, To Conform To The Preceding Provisions; And For Related Purposes.
