AMENDMENT NO 1 PROPOSED TO

 

Cmte Sub for House Bill No.  526

     AMEND after line 92 by inserting the following as a new section:

     "SECTION 2.  (1)  There is created the ACT Alternative to End-of-Course Testing Study Committee.  The purpose of the study committee is to review the current system of end-of-course subject area testing in comparison with the ACT as an exit exam to determine student eligibility for graduation.  The study committee shall also take into consideration other forms of assessments to determine a student's proficiency in any given subject area which would align with the accountability standards adopted by the State Board of Education.

     (2)  The ACT Alternative to End-of-Course Testing Study Committee shall be composed of the following seven (7) members:

          (a)  Three (3) individuals appointed by the Speaker of the House;

          (b)  Three (3) individuals appointed by the Lieutenant Governor; and

          (c)  One (1) person appointed by the Governor.

     (3)  Appointments shall be made within thirty (30) days after the sine die adjournment of the 2018 Regular Session.  The study committee shall meet and organize fifteen (15) days after all appointments have been made and select a chair and a vice chair from its membership.  The vice chair shall also serve as secretary and shall be responsible for keeping all records of the study committee.  A majority of the members of the study committee shall constitute a quorum.  In the selection of its officers and the adoption of rules, resolutions and reports, an affirmative vote of a majority of the study committee shall be required.  All members shall be notified in writing of all meetings, such notices to be mailed at least fifteen (15) days before the date on which a meeting is to be held.  The committee shall make a report of its finding to the Legislature and to the Governor on or before December 15, 2018.  Members of the study committee shall not be compensated or reimbursed for travel expenses.

     (4)  In making such recommendations, the ACT Alternative to End-of-Course Testing Study Committee may seek input from all school districts within the state, the State Department of Education, the Mississippi Community College Board and the Board of Trustees of State Institutions of Higher Learning as is necessary for proper review.  After compiling sufficient data and submitting the report required in this subsection (3), the ACT Alternative to End-of-Course Testing Study Committee shall be dissolved."

     AMEND further by renumbering the succeeding section accordingly.

     AMEND further the title to conform.
