AN ACT

To amend chapter 190, RSMo, by adding thereto one new section relating to patient transport.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 190, RSMo, is amended by adding thereto one new section, to be known as section 190.106, to read as follows:

            190.106. 1. Notwithstanding subdivision (2) of section 190.100 to the contrary, if a fire protection district's or fire department's staffed ambulances are not available, a fire truck with a patient compartment that meets the National Fire Protection Association Standard 1901 and carries supplies and medical equipment required by 19 CSR 30-40.309(3)(A) and (B) and is operated by a fire protection district or fire department with a hospital within the fire protection district's or fire department's boundaries may be used for the transportation of persons:

            (1) In cardiac or respiratory arrest; or

            (2) Suffering a level one trauma, an ST-elevation myocardial infarction, or acute stroke symptoms; and

            (3) If at least two EMT-paramedics are on board; and

            (4) If the transport time is no greater than seven minutes.

            2. A fire truck used under the conditions and for the purposes required in subsection 1 of this section shall be exempt from United States General Services Administration's Specification for the Star of Life Ambulance KKK-A-1822F, sections 3.1.5, 3.4.5, 3.4.6, 3.4.10.2, 3.4.10.6, 3.10.3, 3.10.4, 3.10.8, and 3.10.12.
