SB 414 - Under current law, elections to elect officers of political subdivisions and special districts are held on the first Tuesday after the first Monday in April each year. This act requires all such elections to be held on the first Tuesday after the first Monday in November each year. Additionally, all elections for local ballot measures, including bond elections, must be held on the general election day or the primary election day.

These provisions are similar to HB 920 (2021) and provisions in SB 150 (2021) and SB 162 (2021).

Current law provides that certain local offices are exempt from the primary election process. This act repeals that exemption and requires all candidates for offices in cities, towns, villages, and townships to be nominated through the primary election process. Provisions are further amended allowing for independent candidacies and the formation of new parties in cities, towns, villages, and townships.

This act has a delayed effective date of January 1, 2023.
