1.1A Senate resolution
1.2honoring Afton Mayor Richard Bend on the occasion of his retirement.
1.3WHEREAS, those who selflessly give of their time and energy to benefit and better their
1.4community as public servants holding elected office are deserving of special legislative recognition;
1.5and
1.6WHEREAS, Richard is a fourth-generation resident of Afton with family ties in the area
1.7dating back to the 1800s, and practiced law together with his wife, Carol Ellingson, in the community
1.8for many years; and
1.9WHEREAS, Richard Bend was retired and serving on Afton's planning commission when
1.10he was appointed to the office of mayor by the city council in January 2014, and he was then
1.11reelected by the voters in November 2014 and again in November 2016; and
1.12WHEREAS, Richard places a high priority on maintaining the rural character of Afton and
1.13worked with many communities to preserve and enhance places of historic and cultural significance
1.14such as the Rattlesnake Effigy mound, small businesses in the Old Village, and agricultural and
1.15conservancy land; and
1.16WHEREAS, his incumbency included major successful infrastructure projects: reconstruction
1.17of the St. Croix Trail and other roads with ADA and safety improvements for pedestrians, bicyclists,
1.18and drivers; new sewer and stormwater systems to protect the St. Croix River from Old Village
1.19septic systems; and a new flood levee to protect the Old Village from St. Croix River floodwater;
1.20and
1.21WHEREAS, after five successful years as mayor, he did not seek reelection in 2018 and
1.22will return to enjoying retirement with his family in January; and
1.23NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.24congratulates Afton Mayor Richard Bend on his successful tenure, commends him on his service
1.25to the community, and extends best wishes to him for the future;
1.26BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.27enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.28Chair of the Senate Rules and Administration Committee, and transmit it to Richard Bend.
