1.1A Senate resolution
1.2relating to conduct of Senate business during the interim between Sessions.
1.3BE IT RESOLVED, by the Senate of the State of Minnesota:
1.4The powers, duties and procedures set forth in this resolution apply during the interim between
1.5the adjournment of the 91st Legislature, 2019 session and the convening of the 91st Legislature,
1.62020 session.
1.7The Subcommittee on Committees of the Committee on Rules and Administration shall
1.8appoint persons as necessary to fill any vacancies that may occur in commissions and other bodies
1.9whose members are to be appointed by the Senate authorized by rule, statute, resolution, or otherwise.
1.10The Committee on Rules and Administration shall establish positions, set compensation and
1.11benefits, appoint employees and authorize expense reimbursement as it deems proper to carry out
1.12the work of the Senate.
1.13The Secretary of the Senate shall classify as eligible for benefits under Minnesota Statutes,
1.14sections 3.095 and 43A.24, those Senate employees heretofore or hereafter certified as eligible for
1.15benefits by the Committee on Rules and Administration.
1.16The Secretary of the Senate may employ after the close of the session the employees necessary
1.17to finish the business of the Senate at the salaries paid under the rules of the Senate for the 2019
1.18regular session. The Secretary of the Senate may employ the necessary employees to prepare for
1.19the 2020 session at the salaries in effect at that time.
1.20The Secretary of the Senate, as authorized and directed by the Committee on Rules and
1.21Administration, shall furnish each member of the Senate with postage and supplies and, upon proper
1.22verification of the expenses incurred, shall reimburse each member for expenses as authorized from
1.23time to time by the Committee on Rules and Administration.
2.1The Secretary of the Senate shall correct and approve the Journal of the Senate for those days
2.2that have not been corrected and approved by the Senate, and shall correct printing errors found in
2.3the Journal of the Senate for the 2019 session. The Secretary of the Senate may include in the Senate
2.4Journal proceedings of the last day of the 2019 session, appointments by the majority leader, the
2.5minority leader, and the Subcommittee on Committees to interim commissions created by legislative
2.6action, permanent commissions or committees established by statute, standing committees, official
2.7communications and other matters of record received on or after May 20, 2019.
2.8The Secretary of the Senate may pay election and litigation costs, including the costs of legal
2.9defense, as authorized by the Committee on Rules and Administration.
2.10The Secretary of the Senate, with the approval of the Committee on Rules and Administration,
2.11shall secure bids and enter into contracts for remodeling, improvement, and furnishing of Senate
2.12office space, and shall purchase all supplies, equipment, and other goods and services necessary to
2.13carry out the work of the Senate. Contracts in excess of $10,000 must be approved by the Chair of
2.14the Committee on Rules and Administration and another member designated by the Chair.
2.15The Secretary of the Senate shall draw warrants from the legislative expense fund in payment
2.16of the accounts referred to in this resolution.
2.17Should a vacancy occur in the position of Secretary of the Senate, by resignation or other
2.18causes, the Committee on Rules and Administration shall appoint an acting Secretary of the Senate
2.19who shall serve in that capacity during the remainder of the interim under the provisions herein
2.20specified.
2.21All Senate records, including committee books, are subject to the direction of the Committee
2.22on Rules and Administration.
2.23The Senate Chamber, retiring room, committee rooms, all conference rooms, storage rooms,
2.24Secretary of the Senate's office, Rules and Administration office, and any and all other space
2.25assigned to the Senate, are reserved for use by the Senate and its standing committees only and
2.26must not be released or used for any other purpose except upon the authorization of the Secretary
2.27of the Senate with the approval of the Committee on Rules and Administration or its Chair.
2.28The Custodian of the Capitol shall continue to provide parking space for members and staff
2.29of the Legislature under Senate Concurrent Resolution No. 2.
