1.1A bill for an act
1.2relating to capital investment; appropriating money for a regional trail bridge;
1.3authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. NORTH URBAN REGIONAL TRAIL BRIDGE.
1.6    Subdivision 1. Appropriation. $3,000,000 is appropriated from the bond proceeds
1.7fund to the commissioner of natural resources for a grant to the city of West St. Paul to
1.8predesign, design, and construct a pedestrian bridge for the North Urban Regional Trail as
1.9an overpass of Robert Street in the area near Wentworth Avenue in West St. Paul. This
1.10appropriation may also be used to acquire property or purchase rights-of-way needed
1.11for bridge construction. This appropriation is not available until the commissioner of
1.12management and budget has determined that at least an equal amount has been committed
1.13to the project from nonstate sources.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $3,000,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
