1.1A bill for an act
1.2relating to capital investment; appropriating money for a Minnesota Hmong-Lao
1.3veterans commemorative memorial; authorizing the sale and issuance of state
1.4bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. MINNESOTA HMONG-LAO VETERANS COMMEMORATIVE
1.7MEMORIAL.
1.8    Subdivision 1. Appropriation. $500,000 is appropriated from the bond proceeds
1.9fund to the commissioner of administration to complete design and construction of a
1.10memorial in the Capitol Area to honor all Hmong-Lao veterans of the war in Laos who
1.11were allied with the American forces during the Vietnam War. This appropriation is
1.12not available until the commissioner of management and budget has determined that at
1.13least $150,000 has been committed to the project from nonstate sources. Nonstate funds
1.14provided for this project may also be used to fund only its proportional share of new
1.15sidewalks leading to monuments in the Capitol Area.
1.16    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.17bond proceeds fund, the commissioner of management and budget shall sell and issue
1.18bonds of the state in an amount up to $500,000 in the manner, upon the terms, and with
1.19the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.20Minnesota Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
