1.1A bill for an act
1.2proposing an amendment to the Minnesota Constitution by adding a section to
1.3article I; establishing an inflation adjusted minimum wage.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.6An amendment to the Minnesota Constitution is proposed to the people. If the
1.7amendment is adopted, a section shall be added to article I, to read:
1.8Sec. 18. (a) Every employer must pay each employee wages at a rate of at least:
1.9(1) $10.00 per hour beginning January 1, 2015; and
1.10(2) the rate established under paragraph (b) beginning January 1, 2016.
1.11(b) Beginning January 1, 2016, and each subsequent year, the minimum wage in
1.12paragraph (a) is multiplied by the ratio of the annual implicit price deflator for government
1.13consumption expenditures and gross investment for state and local governments as
1.14prepared by the United States Department of Commerce for the most recently available
1.15year, to the 2013 implicit price deflator for government consumption expenditures and
1.16gross investment for state and local governments as prepared by the United States
1.17Department of Commerce.
1.18(c) If the United State Department of Commerce does not prepare an implicit price
1.19deflator, the legislature may select and utilize a mechanism that produces a measure that
1.20most closely resembles the implicit price deflator.
1.21(d) The legislature may provide by law for a higher minimum wage than required
1.22under this section.

1.23    Sec. 2. SUBMISSION TO VOTERS.
2.1The proposed amendment must be submitted to the people at the 2014 general
2.2election. The question submitted must be:
2.3"Shall the Minnesota Constitution be amended to establish a minimum wage at a
2.4rate of at least $10 per hour that is increased each year by the rate of inflation?
