1.1A bill for an act
1.2relating to capital investment; modifying appropriations and reducing a
1.3corresponding bond sale authorization for the Old Cedar Avenue Bridge;
1.4amending Laws 2006, chapter 258, section 17, subdivision 8, as amended; Laws
1.52008, chapter 365, section 4, subdivision 3, as amended; Laws 2010, chapter
1.6189, section 16, subdivision 4.
1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8    Section 1. Laws 2006, chapter 258, section 17, subdivision 8, as amended by Laws
1.92008, chapter 179, section 64, and Laws 2008, chapter 365, section 4, is amended to read:

Subd. 8. Metropolitan Regional Parks Capital
Improvements
35,362,000
1.12For the cost of improvements and betterments
1.13of a capital nature and acquisition by the
1.14council and local government units of
1.15regional recreational open-space lands in
1.16accordance with the council's policy plan
1.17as provided in Minnesota Statutes, section
1.18473.147 . Priority must be given to park
1.19rehabilitation and land acquisition projects.
1.20$300,000 is for a grant to the city of
1.21Bloomington to renovate for environmental
1.22analysis and review, design, and construction
1.23of a multimodal trail connection across Long
1.24Meadow Lake in the vicinity of the old Cedar
1.25Avenue bridge and for development of a
2.1segment of the Minnesota Valley State Trail
2.2from Fort Snelling State Park to the Long
2.3Meadow Lake crossing to serve as a hiking
2.4and bicycling trail connection.
2.5$6,000,000 is for a grant to the county
2.6of Dakota to acquire land for a regional
2.7park and wildlife area adjacent to the
2.8Vermillion Highlands Research, Recreation,
2.9and Wildlife Management Area in Dakota
2.10County.
2.11$1,800,000 is for a grant to the city of
2.12Minneapolis to complete land acquisition for
2.13and construction of the Cedar Lake Trail.
2.14$3,500,000 is for a grant to the Minneapolis
2.15Park and Recreation Board to design,
2.16construct, furnish, and equip a new cultural
2.17and community center in the East Phillips
2.18neighborhood in Minneapolis.
2.19$250,000 is for a grant to the Minneapolis
2.20Park and Recreation Board to predesign
2.21completion of the Grand Rounds National
2.22Scenic Byway by providing a link between
2.23northeast Minneapolis on Stinson Avenue
2.24and Southeast Minneapolis at East River
2.25Road.
2.26$2,500,000 is for a grant to the Minneapolis
2.27Park and Recreation Board to mitigate
2.28flooding at Lake of the Isles in the city
2.29of Minneapolis. The grant must be used
2.30for shoreline stabilization and restoration,
2.31dredging, wetland replacement, and other
2.32infrastructure improvements necessary to
2.33deal with the 1997 flood damage and to
2.34prevent future flooding.
3.1$321,000 is for a grant to Ramsey County
3.2to construct a bicycle and pedestrian trail on
3.3the north side of Lower Afton Road between
3.4Century Avenue and McKnight Road in the
3.5city of Maplewood. This appropriation is
3.6not available until the commissioner has
3.7determined that at least an equal amount has
3.8been committed from nonstate sources.
3.9$9,000,000 is for a grant to the city of St.
3.10Paul to predesign, design, construct, furnish,
3.11equip, and redevelop infrastructure at the
3.12Como Zoo.
3.13$2,500,000 is for a grant to the city of St.
3.14Paul to acquire land for and to predesign,
3.15design, construct, furnish, and equip river
3.16park development and redevelopment
3.17infrastructure in National Great River Park
3.18along the Mississippi River in St. Paul.
3.19$2,000,000 is for a grant to the city of
3.20South St. Paul for the closure, capping, and
3.21remediation of approximately 80 acres of
3.22the Port Crosby construction and demolition
3.23debris landfill in South St. Paul, as the fifth
3.24phase of converting the land into parkland,
3.25and to restore approximately 80 acres of
3.26riverfront land along the Mississippi River.
3.27$191,000 is for a grant to the city of White
3.28Bear Lake to construct the Lake Avenue
3.29Regional Trail connecting Highway 96
3.30Regional Trail with Ramsey Beach.

3.31    Sec. 2. Laws 2008, chapter 365, section 4, subdivision 3, as amended by Laws
3.322010, chapter 189, section 16, subdivision 4, and Laws 2010, chapter 189, section 58,
3.33is amended to read:

(f) Rock Island Bridge Park and Trail
Development

5.19For a grant to the city of Inver Grove Heights
5.20for park and trail development on the west
5.21bank of the Mississippi River in Dakota
5.22County at the site of Mississippi River Bridge
5.23JAR 5600, commonly known as the Rock
5.24Island Bridge. Any park or trails developed
5.25with this appropriation must connect with
5.26any local, regional, or state trails in the
5.27vicinity, and the historic Rock Island Bridge.

(i) Veterans Memorial Parks

5.29For a grant to the Minneapolis Park and
5.30Recreation Board to: (1) design and
5.31construct an appropriate monument in
5.32Sheridan Veterans Memorial Park on
5.33the Mississippi River in Minneapolis to
5.34memorialize the war service of Minnesota
5.35veterans of all wars; and (2) match money
6.1provided by Hennepin County to restore the
6.2flagpole monument and plaza, and make
6.3other infrastructure improvements of a
6.4capital nature for the Veterans of World War
6.5I Victory Memorial Parkway, consistent with
6.6Hennepin County's planned infrastructure
6.7improvements.

6.8    Sec. 4. BOND SALE AUTHORIZATION REDUCED.
6.9The bond sale authorization in Laws 2010, chapter 189, section 26, subdivision 1, is
6.10reduced by $1,000,000.
