1.1A bill for an act
1.2relating to state government; requiring Department of Human Services to issue a
1.3request for proposals for an integrated online eligibility and application portal for
1.4food support, cash assistance, child care, and health care programs.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. REQUEST FOR PROPOSALS; COMBINED ONLINE
1.7APPLICATION.
1.8(a) The commissioner of human services shall issue a request for proposals for a
1.9contract to implement an integrated online eligibility and application portal for food
1.10support, cash assistance, child care, and health care programs. The request for proposals
1.11must require that the system recommended and implemented by the contractor:
1.12(1) streamline eligibility determination and case processing in the state to support
1.13statewide eligibility processing;
1.14(2) enable interested persons to determine their eligibility for each program, and to
1.15apply for programs online in a manner such that the applicant will be asked only those
1.16questions that relate to the programs the person is applying for;
1.17(3) leverage technology that has been operational in production in other similar
1.18state environments; and
1.19(4) include Web-based application and worker application processing support and
1.20opportunity for expansion.
1.21(b) Based on responses to the request for proposals, the commissioner shall enter
1.22into a contract for the services specified in paragraph (a) by October 1, 2011. The contract
1.23must incorporate a performance-based vendor financing option whereby the vendor shares
1.24in the risk of the project's success.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
