1.1A bill for an act
1.2relating to health; creating an Autism Spectrum Disorder Task Force; providing
1.3appointments; requiring development of a statewide strategic plan.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. MINNESOTA AUTISM SPECTRUM DISORDER TASK FORCE.
1.6    Subdivision 1. Members. (a) The Autism Spectrum Disorder Task Force is
1.7composed of 19 members, appointed as follows:
1.8(1) two members of the senate, one appointed by the majority leader and one
1.9appointed by the minority leader;
1.10(2) two members of the house of representatives, one from the majority party,
1.11appointed by the speaker of the house, and one from the minority party, appointed by
1.12the minority leader;
1.13(3) two members who are family members of individuals with autism spectrum
1.14disorder (ASD), one of whom shall be appointed by the majority leader of the senate, and
1.15one of whom shall be appointed by the speaker of the house;
1.16(4) one member appointed by the Minnesota chapter of the American Academy of
1.17Pediatrics who is a developmental behavioral pediatrician;
1.18(5) one member appointed by the Minnesota Academy of Family Physicians who is
1.19a family practice physician;
1.20(6) one member appointed by the Minnesota Psychological Association who is a
1.21neuropsychologist;
1.22(7) one member appointed by the majority leader of the senate who represents a
1.23minority autism community;
1.24(8) one member representing the directors of public school student support services;
2.1(9) one member appointed by the Minnesota Council of Health Plans;
2.2(10) three members who represent autism advocacy groups, two of whom shall be
2.3appointed by the speaker of the house and one of whom shall be appointed by the majority
2.4leader of the senate; and
2.5(11) one member appointed by each of the respective commissioners of the
2.6following departments: education, employment and economic development, health, and
2.7human services.
2.8    (b) Appointments must be made by September 1, 2011. The senate member
2.9appointed by the majority leader of the senate shall convene the first meeting of the task
2.10force no later than October 1, 2011. The task force shall elect a chair from among the
2.11members at the first meeting. The task force shall meet at least six times per year.
2.12    Subd. 2. Duties. (a) The task force shall develop an autism spectrum disorder
2.13statewide strategic plan that focuses on improving awareness, early diagnosis, and
2.14intervention and on ensuring delivery of treatment and services for individuals diagnosed
2.15with an autism spectrum disorder, including the coordination and accessibility of
2.16cost-effective treatments and services throughout the individual's lifetime.
2.17(b) The task force shall coordinate with existing efforts relating to autism spectrum
2.18disorders at the Departments of Education, Employment and Economic Development,
2.19Health, and Human Services and at the University of Minnesota and other agencies and
2.20organizations as the task force deems appropriate.
2.21    Subd. 3. Report. The task force shall submit its strategic plan to the legislature
2.22by January 15, 2013. The task force shall continue to provide assistance with the
2.23implementation of the strategic plan, as approved by the legislature, and shall submit
2.24a progress report by January 15, 2014, and by January 15, 2015, on the status of
2.25implementation of the strategic plan, including any draft legislation necessary for
2.26implementation.
2.27    Subd. 4. Expiration. The task force shall expire June 30, 2015, unless extended
2.28by law.
2.29EFFECTIVE DATE.This section is effective July 1, 2011, and expires June 30,
2.302015.
