1.1A bill for an act
1.2relating to transportation; providing for green lights on certain vehicles operated
1.3by a severe weather spotter;amending Minnesota Statutes 2012, sections 169.58,
1.4by adding a subdivision; 169.64, subdivision 3.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 169.58, is amended by adding a
1.7subdivision to read:
1.8    Subd. 5. Severe weather spotter. (a) A severe weather spotter may operate a motor
1.9vehicle that is equipped with no more than two identification lights if the person:
1.10(1) is performing duties as a severe weather spotter;
1.11(2) has parked the motor vehicle; and
1.12(3) carries a certificate as provided in paragraphs (c) and (d).
1.13(b) The identification lights under this subdivision:
1.14(1) must be the color green;
1.15(2) may be solid, flashing, oscillating, alternating, or rotating; and
1.16(3) must meet the requirements of the commissioner under section 169.65.
1.17(c) A sheriff or chief of police shall issue an identification light certificate to a severe
1.18weather spotter who has completed training in weather spotting provided by the National
1.19Weather Service or a recognized severe weather identification and reporting organization.
1.20(d) The commissioner of public safety shall establish a standard identification light
1.21certificate for use under this subdivision.

1.22    Sec. 2. Minnesota Statutes 2012, section 169.64, subdivision 3, is amended to read:
1.23    Subd. 3. Flashing lights. (a) Flashing lights are prohibited, except:
2.1(1) on an authorized emergency vehicle, school bus, bicycle as provided in section
2.2169.222, subdivision 6 , road maintenance equipment, tow truck or towing vehicle, service
2.3vehicle, farm tractor, self-propelled farm equipment, rural mail carrier vehicle, or funeral
2.4home vehicle, or;
2.5(2) on any vehicle as a means of indicating a right or left turn, or;
2.6(3) in the presence of a vehicular traffic hazard requiring unusual care in
2.7approaching, overtaking, or passing; or
2.8(4) as otherwise specifically provided in this chapter.
2.9(b) All flashing warning lights shall must be of the type authorized by section
2.10169.59, subdivision 4 , unless otherwise permitted or required in this chapter.
