1.1A bill for an act
1.2relating to human services; providing an operating payment rate adjustment for a
1.3group of nursing facilities; appropriating money;amending Minnesota Statutes
1.42012, section 256B.434, by adding a subdivision.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2012, section 256B.434, is amended by adding a
1.7subdivision to read:
1.8    Subd. 19c. Rate adjustment for a group of nursing facilities to cover the cost of
1.9group health insurance. Effective October 1, 2014, the operating payment rate of a group
1.10of nursing facilities under common ownership and located in Aitkin, Dakota, Olmsted,
1.11Pennington, Renville, St. Louis, Stevens, and Traverse Counties that did not provide
1.12group health insurance coverage to its employees in calendar year 2013, that is reimbursed
1.13under this section or section 256B.441, shall be increased by an amount sufficient to cover
1.14the cost of newly acquired health insurance as determined by the commissioner, for a
1.15resource utilization group rate with a weight of 1.00, subject to appropriation. The rate
1.16adjustment under this subdivision shall be applied before any other operating payment rate
1.17adjustments effective on October 1, 2014, are computed. The percentage of the operating
1.18payment rate to be case-mix adjusted shall be equal to the percentage that is case-mix
1.19adjusted on September 30, 2014.

1.20    Sec. 2. APPROPRIATION.
1.21$343,000 in fiscal year 2015 is appropriated from the general fund to the
1.22commissioner of human services for the nursing facility rate adjustments under Minnesota
1.23Statutes, section 256B.434, subdivision 19c.
