1.1A bill for an act
1.2relating to local government; providing for the exclusion of Dodge County from
1.3the Southeast Minnesota Multicounty Housing and Redevelopment Authority.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. DODGE COUNTY; EXCLUSION FROM SOUTHEAST MINNESOTA
1.6MULTICOUNTY HOUSING AND REDEVELOPMENT AUTHORITY.
1.7Notwithstanding the requirements of Minnesota Statutes, section 469.005,
1.8Dodge County may withdraw from the Southeast Minnesota Multicounty Housing and
1.9Redevelopment Authority if all of the following conditions are met:
1.10(1) the governing body of Dodge County adopts a resolution determining that the
1.11services provided by the Southeast Minnesota Multicounty Housing and Redevelopment
1.12Authority under Minnesota Statutes, sections 469.001 to 469.047, within Dodge County
1.13would be more effectively, efficiently, or economically provided by the governing body of
1.14Dodge County or an authority established by the county;
1.15(2) before adoption of the resolution, a public hearing is held. Dodge County
1.16shall give notice of the time, place, and purpose of the public hearing not less than ten
1.17days nor more than 30 days prior to the day on which the hearing is to be held, in a
1.18manner appropriate to inform the public. Upon the date fixed for the public hearing,
1.19an opportunity to be heard must be granted to all residents of Dodge County and to all
1.20other interested persons; and
1.21(3) Dodge County and the Southeast Minnesota Multicounty Housing and
1.22Redevelopment Authority execute an agreement that provides for payment of outstanding
1.23bonds, if any, involving any housing project located in Dodge County. The agreement
1.24must provide for a reasonable allocation between Dodge County and Southeast Minnesota
2.1Multicounty Housing and Redevelopment Authority of expenses directly associated with
2.2those bonds, the amount to be paid by Dodge County, and a payment schedule. The
2.3Southeast Minnesota Multicounty Housing and Redevelopment Authority shall provide
2.4the information required to determine Dodge County's fair, equitable, and reasonable share
2.5of that payment. Consent to the agreement by Dodge County and the Southeast Minnesota
2.6Multicounty Housing and Redevelopment Authority shall not be unreasonably withheld.
2.7EFFECTIVE DATE.This section is effective the day following final enactment.
