1.2relating to public safety; requiring discussion of the total economic costs of
1.3violence and a report to the legislature.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. ECONOMIC COSTS OF VIOLENCE; REPORT.
1.6(a) The following shall appoint representatives to discuss issues in a public
1.7informational hearing related to the economic costs of violence specified in paragraph
1.8(b) with representatives of the Freedom from Violence Project of Inventing Solutions
1.9and the house of representatives and senate committees with jurisdiction over public
1.10safety finance: the commissioners of public safety, corrections, health, human services,
1.11education, revenue, commerce, and employment and economic development; a district
1.12court judge designated by the Supreme Court; the Minnesota County Attorneys
1.13Association; the state public defender; the Minnesota County Probation Officers
1.14Association; Minnesota Chiefs of Police Association; League of Minnesota Cities;
1.15Association of Minnesota Counties; Minnesota Housing Finance Agency; the Minnesota
1.16Association of Community Corrections Act Counties; and the Minnesota Center Against
1.17Violence and Abuse (MINCAVA).
1.18(b) The issues to be discussed are:
1.19(1) the economic costs of:
1.20(i) violence against persons;
1.21(ii) treatment and care for victims and survivors of violence, such as physical and
1.22mental health care, level one trauma care, prescriptions, rehabilitation, medical devices,
1.23insurance claim processing, coroner, and premature burial;
2.1(iii) family and nonfamily households for wage losses due to the death or permanent
2.2or temporary disability of a wage earner, legal assistance, and physical and mental health
2.3care due to violence by or against a household member or for the diminished income
2.4level of a convicted felon;
2.5(iv) employers for recruitment and training of replacements for workers who, due
2.6to violence, are killed or permanently disabled and juggling schedules due to temporary
2.7disability and for disruption of the workplace with discussions of firearm incidents;
2.8(v) domestic violence;
2.9(vi) suicides;
2.10(vii) firearm accidents;
2.11(viii) communities for loss of business, tourism, and community development due to
2.12violence;
2.13(ix) the state and counties for criminal justice, sanctions, legal defense, prosecution,
2.14and incarceration costs due to violence;
2.15(x) the state for loss of income tax revenue due to wage losses from the death or
2.16permanent or temporary disability of a wage earner due to violence or the diminished
2.17income level of a convicted felon; and
2.18(xi) school districts for security, prevention programs, and actual acts of school
2.19violence; and
2.20(2) new tax revenues to cover the cost of violence.
2.21(c) The Freedom from Violence Project of Inventing Solutions shall report to the
2.22legislature on the results of the discussions, specifically including but not limited to
2.23summaries of the economic cost of domestic violence, sexual violence, firearms-related
2.24violence, and school violence, under this section by March 15, 2014, after consultation with
2.25and review of the report by the commissioners of public safety, corrections, health, human
2.26services, education, revenue, commerce, and employment and economic development.
