1.1A bill for an act
1.2relating to capital investment; appropriating money to design and construct
1.3bicycle and pedestrian facilities, and to plant boulevard trees along 26th Avenue
1.4North in Minneapolis; authorizing the sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. MINNEAPOLIS PARK AND RECREATION BOARD; 26TH AVENUE
1.7NORTH.
1.8    Subdivision 1. Appropriation. $1,500,000 is appropriated from the bond proceeds
1.9fund to the Metropolitan Council for a grant to the Minneapolis Park and Recreation
1.10Board to design the conversion of 26th Avenue North between Lyndale Avenue North
1.11and the Mississippi River from an urban street to a complete street with dedicated vehicle
1.12lanes, pedestrian sidewalks, a multi-use off-street trail, green boulevards and other green
1.13infrastructure innovations, and to design, engineer, and construct a pilot project within the
1.14corridor from 2nd Street North to the Mississippi River.
1.15    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.16bond proceeds fund, the commissioner of management and budget shall sell and issue
1.17bonds of the state in an amount up to $1,500,000 in the manner, upon the terms, and with
1.18the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.19Minnesota Constitution, article XI, sections 4 to 7.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.
