1.1A bill for an act
1.2relating to higher education; creating a pilot program at Minnesota State Colleges
1.3and Universities to provide some students with intensive mentoring, counseling,
1.4and financial advice; appropriating money.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. PILOT PROGRAM OF INTENSIVE GUIDANCE; MENTORING
1.7AND JOB PLACEMENT.
1.8The Board of Trustees of the Minnesota State Colleges and Universities must
1.9operate at least one pilot program at a college and one at a university that provides a high
1.10level of course advising and guidance, personal financial counseling, and job placement
1.11for students who are at risk of not completing their studies. The objectives of the pilot
1.12program are as follows:
1.13(1) to increase the likelihood that students will complete their higher education
1.14programs of study by identifying programs of study that interest the students and
1.15connecting those interests to appropriate programs within the college or university;
1.16(2) to provide mentoring to students;
1.17(3) to monitor and advise students concerning higher education finance and financial
1.18assistance;
1.19(4) to connect students to employers while enrolled at the college or university; and
1.20(5) to connect graduates of the college or university with postgraduation employment
1.21options.

1.22    Sec. 2. APPROPRIATION; PILOT PROGRAM AT MINNESOTA STATE
1.23COLLEGES AND UNIVERSITIES.
2.1$....... is appropriated from the general fund for the biennium ending June 30, 2015,
2.2to the Board of Trustees of the Minnesota State Colleges and Universities for the purpose
2.3of the pilot program created in section 1.
