1.1A bill for an act
1.2relating to local government; establishing Metrodome Task Force.
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.4    Section 1. METRODOME TASK FORCE.
1.5    Subdivision 1. Creation. The Metrodome Task Force is established for the purpose
1.6described in subdivision 2. The task force consists of:
1.7(1) the chair of the Metropolitan Sports Facilities Commission;
1.8(2) two members of the house of representatives, one from the majority party and
1.9one from the minority party, appointed by the speaker of the house;
1.10(3) two members of the senate, one from the majority party and one from the
1.11minority party, appointed by the Subcommittee on Committees of the Rules and
1.12Administration Committee;
1.13(4) one representative of the Minnesota State High School League, appointed by
1.14the league;
1.15(5) one representative of the University of Minnesota, appointed by the Board of
1.16Regents;
1.17(6) one representative of the Upper Midwest Athletic Conference, appointed by
1.18the conference;
1.19(7) one representative of the Minnesota Intercollegiate Athletic Conference,
1.20appointed by the conference;
1.21(8) one representative of Minnesota State Colleges and Universities, appointed by
1.22the Board of Trustees of the Minnesota State Colleges and Universities;
1.23(9) one representative of the Minnesota Distance Running Association, appointed
1.24by the association;
2.1(10) one representative of amateur football, selected by the chair of the Metropolitan
2.2Sports Facilities Commission from an organization that has sponsored amateur football
2.3games at the Metrodome in the past three years and that is not represented in clauses
2.4(4) to (8); and
2.5(11) one representative of amateur baseball, selected by the chair of the Metropolitan
2.6Sports Facilities Commission from an organization that has sponsored amateur baseball
2.7games at the Metrodome in the past three years and that is not represented in clauses
2.8(4) to (8).
2.9    Subd. 2. Duties. The legislature finds that it is in the public interest to maintain
2.10the Metrodome, as defined under Minnesota Statutes, section 473.551, subdivision 9, as
2.11"Minnesota's playground" in the event that a contract with a National Football League
2.12professional football team is not entered into after the end of the current team's 2011
2.13playing season. The task force shall address the issue of how to keep the Metrodome as a
2.14public use facility in the event there is no professional football team as a tenant. The task
2.15force shall examine ways for the Metrodome to become a self-funded public use facility,
2.16including, but not limited to, changes in use, fees, ownership, or management. The task
2.17force shall recommend user fees for the Metrodome. If the task force determines that the
2.18Metrodome could not be self-funded if maintained as a public use facility, the task force
2.19shall recommend sources of funding to supplement Metrodome revenues. By January 15,
2.202013, the task force must submit a report to the chairs and ranking minority members of
2.21the legislative committees with jurisdiction over local government operations.
2.22    Subd. 3. Administration. (a) The chair of the Metropolitan Sports Facilities
2.23Commission must convene the initial meeting of the task force by September 15, 2011.
2.24The members of the task force must elect a chair or cochairs from the members at the
2.25initial meeting.
2.26(b) Members of the task force serve without compensation or payment of expenses.
2.27(c) The task force expires January 15, 2013, or upon submission of the report
2.28required under subdivision 2, whichever is earlier.
2.29    Subd. 4. Deadline for appointments. The appointments under subdivision 1 must
2.30be completed by August 15, 2011.
2.31EFFECTIVE DATE.This section is effective the day following final enactment.
