SENATE BILL NO. 381

April 22, 2021, Introduced by Senators THEIS, IRWIN, BULLOCK, RUNESTAD, POLEHANKI, CHANG, BAYER, MOSS, SANTANA, BIZON, MCBROOM, GEISS and BRINKS and referred to the Committee on Education and Career Readiness.

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1531e.

the people of the state of michigan enact:

Sec. 1531e. (1) The superintendent of public instruction shall not approve a teacher preparation institution as provided under section 1538a and R 390.1151 to R 390.1156 of the Michigan Administrative Code unless the teacher preparation institution offers instruction regarding all of the following to individuals who are enrolled in the institution in a K to 6 program:

(a) The characteristics of dyslexia and underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(b) The secondary consequences of dyslexia, such as problems in reading comprehension and a reduced reading experience that can impede the growth of vocabulary and background knowledge and that can lead to social, emotional, and behavioral difficulties.

(c) Evidence-based interventions that are grounded in the principles of structured language and literacy and cognitive science for pupils with dyslexia and pupils at risk for difficulties in learning to decode accurately and efficiently.

(d) Accommodations for pupils with dyslexia and accommodations for addressing underlying factors that place pupils at risk for difficulties in learning to decode accurately and efficiently.

(e) Methods for developing schoolwide and classroom infrastructures that meet the collective and individual needs of pupils using a multi-tiered system of support (MTSS) framework.

(2) As used in this section, "cognitive science", "dyslexia", "evidence-based", "multi-tiered system of support (MTSS)", and "structured language and literacy" mean those terms as defined in section 1280i.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law:

(a) Senate Bill No. 382.

 

(b) Senate Bill No. 380.

 

(c) Senate Bill No. 383.
