SENATE BILL No. 230

 

 

March 14, 2017, Introduced by Senators HOPGOOD, HERTEL, JOHNSON, BIEDA and ANANICH and referred to the Committee on Appropriations.

 

 

     A bill to amend 1939 PA 280, entitled

 

"The social welfare act,"

 

(MCL 400.1 to 400.119b) by adding section 57bb.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 57bb. (1) Beginning January 1, 2018, child care providers

 

under the child development and care program shall be reimbursed at

 

a weekly rate.

 

     (2) Beginning January 1, 2018, the weekly reimbursement rate

 

for child care providers under the child development and care

 

program are as follows:

 

     (a) Weekly reimbursement rate for providing child care to

 

children from birth to 2 years 6 months old:

 

     (i) For a child care center with a star rating of empty or 1

 


star, $239.85.

 

     (ii) For a group child care home or family child care home

 

with a star rating of empty or 1 star, $157.50.

 

     (iii) For an unlicensed provider with a star rating of empty

 

or 1 star, $66.00.

 

     (iv) For a child care center with a star rating of 2 stars,

 

$251.10.

 

     (v) For a group child care home or family child care home with

 

a star rating of 2 stars, $168.75.

 

     (vi) For an unlicensed provider with a star rating of 2 stars,

 

$106.40.

 

     (vii) For a child care center with a star rating of 3 stars,

 

$262.35.

 

     (viii) For a group child care home or family child care home

 

with a star rating of 3 stars, $180.00.

 

     (ix) For a child care center with a star rating of 4 stars,

 

$273.60.

 

     (x) For a group child care home or family child care home with

 

a star rating of 4 stars, $191.25.

 

     (xi) For a child care center with a star rating of 5 stars,

     (xii) For a group child care home or family child care home

     (b) Weekly reimbursement rate for providing child care to

 

children from 2 years 7 months old to 5 years 11 months old.

 

     (i) For a child care center with a star rating of empty or 1

     (ii) For a group child care home or family child care home

 

with a star rating of empty or 1 star, $149.85.

 

     (iii) For an unlicensed provider with a star rating of empty

 

or 1 star, $66.00.

 

     (iv) For a child care center with a star rating of 2 stars,

 

$212.40.

 

     (v) For a group child care home or family child care home with

 

a star rating of 2 stars, $161.10.

 

     (vi) For an unlicensed provider with a star rating of 2 stars,

 

$106.40.

 

     (vii) For a child care center with a star rating of 3 stars,

     (viii) For a group child care home or family child care home

     (ix) For a child care center with a star rating of 4 stars,

     (c) Weekly reimbursement rate for providing child care to

 

children 6 years of age and older:

 

     (i) For a child care center with a star rating of empty or 1

     (ii) For a group child care home with a star rating of empty


or 1 star, $140.85.

 

     (iii) For a family child care home with a star rating of empty

 

or 1 star, $157.50.

 

     (iv) For an unlicensed provider with a star rating of empty or

 

1 star, $74.80.

 

     (v) For a child care center with a star rating of 2 stars,

 

$229.50.

 

     (vi) For a group child care home with a star rating of 2

 

stars, $152.10.

 

     (vii) For a family child care home with a star rating of 2

     (viii) For an unlicensed provider with a star rating of 2

     (ix) For a child care center with a star rating of 3 stars,

     (xv) For a child care center with a star rating of 5 stars,

     (xvi) For a group child care home with a star rating of 5

 

stars, $185.85.

 

     (xvii) For a family child care home with a star rating of 5

 

stars, $202.50.

 

     (3) On an annual basis, the department shall adjust the

 

reimbursement rates under this section by the percentage increase

 

in the consumer price index.

 

     (4) As used in this section, "consumer price index" means the

 

United States consumer price index for all urban consumers as

 

defined and reported by the United States Department of Labor,

 

Bureau of Labor Statistics.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
