Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is

$94,400,000.00 and total state spending from state sources to be paid to local units of government is $94,400,000.00.
Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.
DEPARTMENT OF EDUCATION
Sec. 301. From the funds appropriated in part 1 for literacy-related programs and initiatives, there is allocated $94,400,000.00 for literacy-related programs and activities in a community district that was created under section 383 of the revised school code, 1976 PA 451, MCL 380.383. Funds allocated under this section are direct grant funds to a community district and are not subject to approval by the state board of education or the state superintendent of public instruction. The department of education shall pay funds allocated under this section for literacy-related programs and activities to a community district not later than September 30, 2021.
