HOUSE JOINT RESOLUTION NN

 

 

October 17, 2018, Introduced by Reps. Greimel, Howrylak, Zemke, Liberati, LaGrand and Neeley and referred to the Committee on Oversight.

 

     A joint resolution proposing an amendment to the state

 

constitution of 1963, by amending section 4 of article VIII, to

 

require that the records of governing boards of public universities

 

are open to the public.

 

     Resolved by the Senate and House of Representatives of the

 

state of Michigan, That the following amendment to the state

 

constitution of 1963, to require that the records of governing

 

boards of public universities are open to the public, is proposed,

 

agreed to, and submitted to the people of the state:

 

ARTICLE VIII

 

     Sec. 4. The legislature shall appropriate moneys to maintain

 

the University of Michigan, Michigan State University, Wayne State

 

University, Eastern Michigan University, Michigan College of

 


Science and Technology, Technological University, Central Michigan

 

University, Northern Michigan University, Western Michigan

 

University, Ferris Institute, State University, Grand Valley State

 

College, University, by whatever names such those institutions may

 

are hereafter be known, and other institutions of higher education

 

established by law. The legislature shall be given an annual

 

accounting of all income and expenditures by each of these

 

educational institutions. Formal sessions of governing boards of

 

such these educational institutions shall be open to the public.

 

Records of the governing boards of these educational institutions

 

are public records and open to inspection, as provided by law.

 

     Resolved further, That the foregoing amendment shall be

 

submitted to the people of the state at the next general election

 

in the manner provided by law.
