HOUSE BILL No. 6599

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 382.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 382. (1) In compliance with the single object provision

 

in section 24 of article IV of the state constitution of 1963,

 

except as otherwise provided in subsection (2), for the 2020-2021

 

fiscal year and each fiscal year thereafter, each legislative

 

appropriations bill shall be considered a single and separate

 

object and contain appropriations for only 1 state department or

 

state agency, except that the general government annual

 

appropriations bill may contain appropriations for the department

 

of attorney general; department of civil rights; executive office;

 

legislative branch; department of technology, management, and

 

budget; department of state; department of talent and economic

 

development; and department of treasury.

 

     (2) Subsection (1) does not apply to supplemental

 

appropriations.

 

     (3) A legislative appropriations bill that contains

 

appropriations for more than 1 state department or state agency

 

that violates subsection (1) or (2) is in violation of section 24

 

of article IV of the state constitution of 1963 and is void and not

 

enforceable.
