A bill to amend 2012 PA 392, entitled

"Municipal lighting authority act,"

(MCL 123.1261 to 123.1295) by adding section 32.

the people of the state of michigan enact:

Sec. 32. (1) If a local government possesses stranded assets that adversely affect the reliability and resilience of an electric utility, the legislature shall grant full or partial relief for their removal. The legislature shall fund the full or partial relief from the infrastructure investment and jobs act, Public Law 117-58, or any other applicable source.

(2) As used in this section, "stranded assets" means local assets not accounted for in the plan submitted by the board under section 17 that are associated with the decommissioning of dangerous or obsolete infrastructure that impacts public safety, electric service resilience or reliability, or the creation of blight.
